Ethics Primer​

Sensors are the eyes and ears of robotic systems, enabling machines to perceive and understand the world around them. However, this capability raises profound questions about privacy, surveillance, and data ethics. The same camera that allows a robot to navigate safely can also capture images of people without their knowledge or consent. The sensor data collected by robots creates permanent records that can be misused, breached, or repurposed in ways never intended by their original designers.

As engineers developing perception systems, we must grapple with the dual-use nature of sensing technology and design systems that respect human dignity while maintaining the functionality needed for safe operation.

Technical Ethics Callouts​

Visual Data Collection: Every camera-equipped robot is potentially a mobile surveillance device. Consider: Who has access to the captured images? How long is data retained? Is recording continuous or event-triggered? The answers to these questions have significant implications for privacy.

Minimizing Data Collection: Depth sensors can often accomplish perception tasks (obstacle avoidance, navigation) without capturing identifiable visual information. When RGB data isn't necessary, prefer depth-only sensing to minimize privacy impact—a principle known as data minimization.

Comprehensive Profiles: Fusing multiple sensor modalities creates richer environmental understanding—but also more comprehensive profiles of people and spaces. IMU data reveals movement patterns, cameras capture faces, and microphones record conversations. When combined, these create detailed behavioral profiles. Is this level of sensing proportionate to the task?

Behavioral Inference: Even "simple" IMU data can reveal sensitive information. Movement patterns can indicate health conditions, daily routines, and activities. In elder care robots, IMU-based fall detection is beneficial, but the same data could be used for unwanted monitoring. Purpose limitation—using data only for its stated purpose—is essential.

Algorithmic Bias: Computer vision systems trained on biased datasets may perform poorly on underrepresented groups. Skin tone, clothing styles, and physical characteristics can affect detection accuracy. Systems deployed in diverse environments must be validated across demographic groups to ensure equitable performance.

Case Study: Surveillance vs. Safety​

The Scenario​

A hospital deploys a fleet of service robots equipped with cameras, LIDAR, and microphones to deliver medications and supplies. The stated purpose is to reduce staff workload and minimize human contact during infectious disease outbreaks.

After deployment, hospital administration notices the robots capture footage of hallways and patient rooms during their rounds. They request that the footage be archived and made available for:

  1. Security incident investigation
  2. Patient fall detection (beneficial)
  3. Staff location tracking for efficiency analysis
  4. Visitor logging

The Dilemma​

The original purpose (delivery) requires only obstacle detection, achievable with depth sensors. However, the robots were equipped with RGB cameras for "future capabilities." Now there is pressure to use the data for purposes beyond the original scope.
